The Parish Council emphasizes the concept of shared responsibility among priests, religious, and laity in serving both the temporal and spiritual needs of the entire community.

CONSTITUTION BY-LAWS Parish of St. Anselm PARISH COUNCIL

Article I – Name

The name of this body shall be the Parish of St. Anselm Parish Council, hereinafter referred to as "Council".


Article II - Purpose and Objectives

The purposes of the Council shall be:

a) To be responsible with the pastor for life and mission of the Parish of St. Anselm.
b) To act as an authentic representative voice of the people of God, lay, religious and
clerical.
c) To provide an open and honest forum of communication and dialogue regarding the parish among the pastor, religious, the parish staff and the laity.
d) To work with the pastor in administration of the parish through recommendation and active cooperation.
e) To encourage by all available means a vigorous and effective lay apostolate.
f) To collaborate with other religious bodies and with civic, business and professional
organization in the working for the common good of the community.
g) To be a visible witness to all of the message and service of our
Lord Jesus Christ.
h) To discern the needs, temporal and religious of the parish, its people, and the wider community of which the parish is part, and to find resources to meet these needs.
i) To exemplify an open, prayerful atmosphere in which the council can work effectively.

Text:

a) The Council shall prepare annually a statement of the needs and goals of the parish and in union with the pastor, determine priorities among such needs and goals, with respect to the allotment of personal, physical and financial resources.
b) It shall provide for the dignified and reverent celebration of the Liturgy.
c) It shall review and approve, and make recommendations as necessary, on the proposed budgets of all offices and operations subsidized by parish funds and shall prepare an overall parish budget to submit to the Financial Advisory Board.
d) It shall determine ways and means of increasing parish income and controlling
expenditures and provide for their practical implementation.
e) It shall see to the maintenance and good upkeep of parish projects and undertake
improvements and enlargements deemed necessary.
f) It shall approve or disapprove membership of the parish in any secular community
or professional organizations.
g) It shall render to all parishioners from time to time but not less often than annually
a full report on the spiritual, material and financial condition of the parish.


Article III - Membership

The Parish Council shall consist of the following members:

a. Pastor
b. DRE
c. Pastoral Associate
d. President of Council
e. Vice President
f. Secretary
g. Six members of the Parish Community, known as Consultors.
h. Youth Group Representative
i. Committee Chairpersons


Article IV - Duties and Responsibilities

1. The President shall preside at all meetings of the Council, and shall have the authority to call such special meetings as in his/her judgment may be necessary. In consultation with the other members of the Council, he/she shall appoint the membership of all standing and special committees and shall be an exfficio member of all such committees except the Nominating Committee. He/She shall render periodic reports to the Pastor and the parish community on completed and projected work of the council and shall perform all other duties customarily upon the office of President not specifically mentioned herein.

2. The Vice President in the absence of the President or in the event of the latters
inability for any reason to carry out the function of his/her office, shall assume ,during such absence or disability, the duties of the President. He/She shall chair the nominating committee and shall perform such other duties as may be delegated to him/her by the President. The Vice President shall chair the COR committee.

3. The Secretary shall take minutes of all regular and special meetings of the Council, reduce such minutes to writing, preserve them in a permanent record, and send copies of such minutes to all members of the council at least one week prior to the next regularly scheduled meeting, along with the agenda for that meeting. He/she shall have a two year renewable term.

4. Consultors will develop spiritual vision for the council. The consultors strive to be prayerful, representative, pastoral, discerning, prophetic and enabling of community to the council. All Consultors shall serve on the COR committee.

5. Committee Chairpersons will represent their committees on Parish Council.
The following committees serve the parish and community in the mission of the Parish of St. Anselm:

a. Administration of Properties - maintenance and repairs of parish properties.
b. Communication - promotes communication both within and beyond our parish community.
c. Education - enables the total educational needs of the Parish, in order to grow in knowledge of the Lord.
d. Human Concerns and Social Justice-Helps keep the mission alive, raise awareness about Catholic social justice teaching and foster service, justice and peace in the community at large.
e. Liturgy - coordinates all aspects of worship in the parish.
f. Parish Life - coordinates social and community gatherings of the Parish of St. Anselm in a spiritual way.
g. Spiritual Life - provides a spiritual dimension to the overall activities of St.
Anselm.
h. Stewardship – facilitates the commitment our parish has chosen to share the gifts of time, talent and treasure, in order to develop our community.
i. Finance Committee-Helps ensure the fiscal stability of the parish.
j. Community Outreach – Distributes COR funds to those in need.

Article V - Prayerful Nominations and Selection

This section applies only to the President, Vice President, Consultors and committee chairpersons.

A. Any person who has attained to the age of 18 years by the date of selections.

B. Nomination can be self or by registered member of the parish.

C. It is the responsibility of the Vice President to coordinate the nomination and selection process. The Nominating Committee, which meets only when new committee chairs are being selected, will consist of the Pastor, President and Vice President.

D. Prayerful selection shall be held in November. Nominations will be requested from the committees first and then, if necessary, the parish community.

E. The selected members (except for Vice President and President) shall serve two years. Upon expiration of a Committee Chairperson’s two-year term, a Committee Chairperson may choose to serve an additional year or two-year term with the approval of the incoming President and the Pastor; provided however that no Committee Chairperson may serve more than two (2) full consecutive two-year terms as Committee Chairperson.

F. The newly selected council shall take office at the regular Parish Council meeting
in January. In the event that a vacancy occurs among the membership
during the council year, the persons nominated for that position but not selected
will be placed in a lottery and one will be selected for the remaining term.

G. The President shall hold office for one year. This position shall be filled by the previous Vice President.

H. The Vice President shall be installed at the December meeting and serve one year. The Vice President must have served on the council within the last four years.

Article VII - Meetings

A. The regular meetings of the council shall be held on the second Monday of each month. The council will serve from January to December.

B. Special Meetings may be called by the president, pastor or by the consultors or at
the written request of members of the council. The purpose of any special meetings
shall be stated in the call, except in cases of emergency, at least three days notice
shall be given.

C. Regular meetings of the council shall be open to all parishioners as observers.

D. Consensus is the decision making process of the Parish of St. Anselm Parish Council.

Article VIII - Agendas

The President, Vice President and Pastor at the agenda meeting shall decide upon the agenda in advance. The agenda should be submitted to council members no less than one week prior to the scheduled Council meeting.

Prayer shall be an integral part of every meeting.

Advance notice of the time and place of regular meetings of the Council shall be
published in parish bulletin.


Article IX - Competence

1. The Council shall in the manner and to the extent set forth in this constitution, be the policy making body for all matters affecting the parish, including but not limited to the spiritual, educational, social and financial aspects except to the extent limited by church law, faith, morals, and civil law.

2. Should the pastor interpret an action of the council or any of its committees to be outside the limits set forth in Section I, he shall promptly present such interpretations to the council or committee and ask for reconsideration.

a. Action shall be suspended.
b. The council shall submit reasons for its recommendations to the pastor in the form of conclusion to a consensus decision.
c. By the pastor, for grave reasons of fidelity of the Gospel, obedience to Church or civil law or other; may still override any decision.
